Russian Foreign Minister Sergei Lavrov placed responsibility for the civil war in Ukraine and for the collapse of this country on the West. He stated this during a speech at a meeting of the UN Security Council, RIA Novosti reports. It took place the day before, on September, 20.

On September, 19, the High-level week of the UN General Assembly began in New York. The Russian delegation is headed by Sergei Lavrov.

Today many pretend to have forgotten the essence of the Minsk agreements, Lavrov reminded. And the meaning of this document was that Donbass would be reunited with the rest of the former Soviet republic, subject to strict observance of key human rights. The West interfered with their implementation, Larov stressed.

Russia's opponents today constantly talk about aggression and annexation, but do not want to discuss what the real causes of the crisis are.

Over a long period, they diligently cultivated a regime that did not hide its Nazi essence, rewrote the history of its own people, and falsified the history of the Second World War, the head of Russian diplomacy recalled.

Lavrov drew attention to the fact that the West does not want to conduct a dialogue based on facts and the UN Charter. Apparently, ''it has no arguments for an honest dialogue,''  the minister believes.

Lavrov added that Russia had never refused negotiations with Ukraine. They are hampered by the decree of Vladimir Zelensky - the Ukrainian president banned negotiations, the Russian Foreign Minister recalled.

If Washington is interested in them, then the American authorities need to ''give a command'' to cancel this decree, Lavrov is sure.

The senior diplomat stressed that Moscow is trying to minimize global risks, and for this it is necessary to respect and fully implement all the provisions of the UN Charter.

In response to calls to implement the ''peace formula'' of the Ukrainian leader, Sergei Lavrov recalled Kyiv’s threats to physically exterminate the residents of Donbass. In particular, the formula includes demands for the withdrawal of Russian troops to the 1991 borders and the return of control to Ukraine in the Black and Azov Seas. Vladimir Zelensky repeated this so-called formula at the same meeting of the UN Security Council.
