Registration is open for the competition to receive the Russian government education quota, the website of the Moscow House of Compatriots reports. Сitizens of foreign countries, including compatriots living abroad, are eligible to take part in it.

All applicants who want to continue their education in Russia at the expense of the federal budget need to contact the Rossotrudnichestvo representative office in their country. Documents can be provided in paper or online. If there is no Rossotrudnichestvo representative office in the country, the embassy of the Russian Federation selects applicants.

The selection consists of two stages. The first combines the collection of documents and draft tests. After that, a list of candidates is created according to the quota allocated for the country.

At the second stage, the Ministry of Education and Science considers candidates and their files for compliance with the established requirements, then sends lists and files of candidates to universities that are directly involved in the selection.
