Russkiy Mir Foundation Grant Provision Statutes
I. General terms
1. The Russkiy Mir Foundation (hereinafter referred to as the Foundation) provides grants (donations) for projects aimed at popularizing the Russian language and culture and to support Russian language study programs, based on grant (donation) contracts, concluded with the grant (donation) recipients. Hereinafter the grants and donations are jointly referred to as grants.
2. Priority is given to projects whose implementation is aimed at:
• promoting translations of the works of Russian authors into foreign languages;
• support of Russian schools in CIS countries and beyond;
• support of Russian language studies abroad;
• support of Russian language instruction in higher educational institutions in countries all over the world;
• support of programs providing distance and interactive learning of Russian as a foreign language;
• support the use of Russian speech in business and official circles;
• popularization of the history and philosophy of Russkiy Mir, its spiritual and cultural foundations;
• identification, organization, preservation and popularization of Russian works of art, historical legacies and events that contribute to the restoration of unity between Russian culture at home and abroad;
• formation of favorable public opinion about Russia, the spread of knowledge about our home country;
• interaction with the diasporas, promoting a climate of inter-ethnic respect and peace;
• support of Russian-speaking media and information resources abroad;
• support of Russian-language sites produced abroad.
3. Priority is also given to projects that provide for co-financing of third parties and confirmed by letters of guarantee.
4. Commercial projects – i.e. projects involving full or partial refund to the grant recipient of moneys received from the Foundation in the form of a grant, as well as projects involving expenditures for the establishment of organizations, formation of their equity capital or financing the activity of their managerial bodies – will not be considered.
5. The Foundation provides grants to:
• non-profit organizations registered in the Russian Federation;
• public and municipal institutions of the Russian Federation, referred to in paragraph 1 of Article 582 of the Civil Code of the Russian Federation, and other subjects of civil law referred to in Article 124 of the Civil Code of the Russian Federation;
• organizations of any organizational-legal form, incorporated outside the Russian Federation;
• individuals regardless of their nationality.
6. For the citizens of the Russian Federation and nonprofit organizations – residents of the Russian Federation, as well as for state and municipal institutions of the Russian Federation, referred to in paragraph 1 of Article 582 of the Civil Code of the Russian Federation, and other subjects of civil law referred to in Article 124 of the Civil Code of the Russian Federation, a "grant" is understood as being a donation (gift for a generally useful purposes) in accordance with Article 582 of the Civil Code of the Russian Federation.
7. The Foundation does not provide grants to Russian commercial organizations of any legal form as stipulated by civil legislation of the Russian Federation.
8. A project's objectives, for the realization of which the Foundation provides grants, must comply with the statutory goals of the nonprofit organizations and the core activities of commercial organizations, which are grant recipients.
9. Grants are provided to individuals and legal entities and other subjects of civil law referred to in paragraph 1 of Article 582 and Article 124 of the Civil Code of the Russian Federation, upon submission of a grant application under these Regulations, and prepared in accordance with the form proposed by the Foundation (hereinafter referred to as the "application").
10. The originals of the applications made by individuals and legal entities, the grant applicants (hereinafter referred to as the "applicants" or "applicant", depending on context), should be sent to: Russkiy Mir Foundation, 40 Mosfilmovskaya St., 119285 Moscow. On the envelope, in the Russian language, should be written "Заявка на получение гранта" (Grant Application).
11. Only original applications that meet all the requirements of these Regulations will be considered.
12. The Foundation does not accept applications from individuals and legal entities, whose reports on the intended use of previously received grants have not been approved by the Foundation at the time of receipt of the new application.
13. The Foundation will not accept applications received after the deadlines specified in Article II of these Regulations.
II. Application acceptance deadlines for grant requests
1. Applications are accepted two times each year:
• from April 01 to May 31 inclusive (hereinafter referred to as the "first term");
• from October 01 to November 30 inclusive, (hereinafter referred to as the "second term").
2. Filing Date is considered as the postmark date on the submission envelope.
3. Applications for projects, whose implementation is scheduled to begin after January 1 of the following year, are considered only if they are received by the Foundation during the first term of the current year.
4. Applications for projects, whose implementation is scheduled to begin after July 1 of the following year, are considered only if they are received by the Foundation during the second term of the current year.
5. The number of applications reviewed of the number of total applications received during each of the periods of the current year may be limited.
III. Requirements for grant applications
1. Applications must be written in the Russian language. Applications made in other languages will not be considered.
2. Each application must contain:
• name of the project (preferably short), its purpose, expected outcomes, duration and stages of the project, estimated cost of the project as a whole;
• amount of funds requested;
• for individuals: full name, gender, nationality, education, residential address, postal address, phone number and email address;
• for legal entities: full name, legal form of organization, date, place of registration, location and email address, contact name, phone number, email address and website, if such exists;
• position and full name of the manager who has the right to act, without a power of attorney, on behalf of the applicant legal entity;
• the full names of employees of the applicant legal entity, which will be employed in the project, their positions, contact numbers and indication of their role in the project;
• bank account information of the applicant, to which the grant moneys will be transferred;
• other information, requested on the application form and available on the Foundation's website.
3. Applicants who are residents of the Russian Federation should indicate the amount of funds requested in Russian Rubles; applicants – residents of the European Union – in Euros; all other applicants may choose either Russian Rubles, U.S. Dollars or Euros.
4. Applications of individuals must be signed by the applicant, and applications of legal entities must be signed by the manager specified in the application, who has the right to act, without a power of attorney, on behalf of the applicant, and the seal of the legal entity, if such exists.
5. Applications must be accompanied by documents, including cost estimates for the project and other documents specified in Appendix No. 1 to these Regulations.
6. The following applications will NOT be considered:
• those which do not contain all the information specified in paragraph 2 of this article;
• those in which the amount of funds requested is specified in a currency other than Russian Rubles, Euros or U.S. Dollars;
• those not containing the signatures of the persons referred to in paragraph 4 of this article, or not bearing the seal of the applicant legal entity, if such exists;
• those that are not accompanied by some or all of the required documents (attachments) specified in Appendix No. 1 to these Regulations.
7. In addition to the original applications, electronic versions, in MS Word format, must also be submitted – to be used by the Foundation for solely technical purposes.
8. Electronic versions of applications must be sent to the following email address: grant@russkiymir.ru.
IV. Procedure for consideration of grant applications
1. Applications received by the Foundation are registered, and on the organizations website, the following information is placed about each received application:
• applicant's name;
• registration number of the application.
2. After a preliminary review of the application and attached documents, to ensure their compliance with the requirements of these Regulations, a decision is made to consider the grant application further or to reject the application without further consideration.
3. If the application is to be considered further, an application number is assigned.
4. On Foundation's website, information is placed about those applications accepted for further consideration. The type of information that will be posted on the website is indicated in paragraph 1 of this article.
5. The Foundation conducts an internal assessment of all applications accepted for further consideration.
6. Should the information presented in the application be insufficient for the Foundation's experts to make an informed decision, the Foundation may request additional information from the applicant concerning either the project or the applicant.
7. Failure of the applicant to provide the information requested by the Foundation and (or) the documents, or the submission by an applicant of false (falsified) information about him or about the project is considered just grounds to refuse the grant.
8. After the examination of the application, an applicant may be offered a smaller grant, in particular, for a partial implementation or partial funding of the proposed project.
9. On the Foundation's website, information is placed about those applications, which received a positive evaluation by the experts, as well, information about rejected applications. The type of information posted on the website is specified in paragraph 1 of this article.
10. The Foundation does not notify applicants personally:
• about any applications rejected from further consideration;
• about denied applications.
11. The Foundation does not provide written or verbal explanations of the reasons for making certain decisions after the review of applications.
V. Report on targeted use of the grant
1. The grant recipient, within the period prescribed by the grant contract, must submit to the Foundation a report on the targeted use of the grant (hereinafter referred to as the “report”).
2. The report must include information about the project and its outcome (the content of the report) and a financial performance report.
3. The report must be made in the Russian language and in the form approved by the Foundation, which is available on the Foundation's website.
4. Together with the report, the following must be submitted:
• duly certified copies of payment and other primary documents evidencing the actual costs incurred;
• documents on the basis of which these payments were made;
• register of attached documents and copies in the Russian language.
5. Duly certified copies of primary documents, evidencing the actual costs incurred, must be presented in the Russian language or accompanied by translations into the Russian language.
6. Grant recipient must return that part of the grant which was unused during the project implementation, if such exists.
7. When reviewing the report, the Foundation may request from the grant recipient additional information and (or) the documents, required to obtain a full picture of the progress and outcomes of the project, and the grant recipient must submit these.
8. The Foundation approves the report – if there is no doubt that the grant has been spent for the targeted purpose.
9. On approving the report, the Foundation shall notify the grant recipient in writing.
10. Obligations of the grant recipient, under the grant contract, are deemed fulfilled from the date the report is approved by the Foundation.
VI. Final Provisions
1. These Regulations shall enter into force upon their publication on the Foundation's website.
2. Amendments and additions to these Regulations may be inserted only by a decision of Managment Board of the Foundation.
3. Instructions to applicants and grant recipients, relating to certain requirements of these Regulations, shall be approved by the Executive Director of the Management Board of the Foundation and shall become effective upon their publication on the Foundation's website.
Appendices to Grant applications
1. An application for a grant (hereinafter referred to as an Application) shall be taken under consideration only if the following documents are attached to it.
2. If the applicant is an individual, regardless of nationality, he/she must submit to the Foundation a notarized copy of his/her passport or if the applicant country's legislation prohibits the notarization of a passport, a copy certified by the Consulate of the Russian Federation in the home country of the applicant.
3. If the implementation of the project for which the grant is sought, requires certain qualifications, including an educational degree, the applicant, regardless of country of incorporation, must submit to the Foundation copies of diplomas or other acts proving that he/she has requisite qualifications, or that his/her employees, or other persons who will participate in the project, have the requite qualifications.
4. If the applicant is a Russian legal entity, it shall submit to the Foundation notarized copies of:
• statutory documents, the presence of which is provided for in the legislation of the Russian Federation for legal entities of the given organizational-legal form and all amendments and supplements to these documents;
• certificate of state registration of the legal entity in the Unified State Register of Legal Entities;
• certificate of registration of the legal entity with the tax authority at the location of the legal entity;
• a document or documents confirming the fact of election (appointment) of a person to the position of acting head of the legal entity, who is entitled to act without a power of attorney on behalf of the legal entity.
• an excerpt from the Unified State Register of Legal Entities received no later than fifteen (15) days prior to its being sent to the Foundation.
5. If a grant contract on behalf of the applicant is signed not by the executive director, but another person, then regardless of the country of incorporation of the applicant, a duly completed power of attorney for this person, confirming his/her right to act on behalf of the applicant must be submitted to the Foundation.
6. If the applicant is a foreign legal entity, it must provide to the Foundation notarized copies of documents that are the legal equivalents of those specified in paragraphs 4 and 5, together with their notarized translations into the Russian language.
7. If the applicants are citizens of a foreign country, they must submit all required documents along with their notarized translations into the Russian language.
8. In addition to the documents mentioned above, each application must be accompanied by:
• cost estimates for the project implementation,
• the project implementation program and (or) schedule of the project.
9. If the project provides for partial reimbursement of expenses from the grant (co-financing of the project), the application may be accompanied by estimates of the costs that are covered entirely by the grant. In this case, the total estimated cost for the entire project is not required, because upon the project implementation, the grant recipient will report only on the performance of the estimated costs covered by the grant.
10. While making estimates, programs and schedules the applicants must use the appropriate samples that are located on the Foundation's official website, or sent to them by authorized employees of the Foundation.
11. This Appendix to the Regulations of the Russkiy Mir Foundation Grants Program, approved by the Board of Directors of the Russkiy Mir Foundation (minutes dated May 25, 2009 No. 11), is its integral part.
